With the development of the digital economy, safeguarding the rights and interests of workers in new employment forms has become increasingly prominent. Taking Guangzhou as a case study, this paper systematically distills its exploratory practices in incentivizing and protecting such workers, analyzing the constituent elements and operational mechanisms of the “Guangzhou Model.” Research reveals that Guangzhou has established a model integrating service-oriented approaches with mandatory safeguards through a multistakeholder governance pathway characterized by “government guidance, trade union empowerment, social collaboration, and corporate participation.” This manifests in inclusive service systems such as “targeted subsidies” and the “Eight Services Initiative,” alongside judicial innovations like the “court-trade union” litigation-mediation integration mechanism. The study also identifies challenges such as inadequate core rights protection and fragmented policies, proposing optimization pathways including advancing local legislation and deepening collective bargaining to provide reference for nationwide implementation.
