The discussion on rethinking the function and place of the administration in the process of establishing the role of the state is of great relevance in the twenties of the XXI century. The need for administrative reforms and decentralization in the context of internationalization, globalization of the economy and knowledge society remains on the agenda. Rapid integration processes in Europe require a thorough understanding and a comprehensive result-oriented approach rather than the process as before. The focus on the process is a significant constraint on the efficiency and effectiveness of administrative management and is a prerequisite for unsatisfactory quality of the activities of administrative structures and is a condition for corrupt practices. The subject of analysis and assessment in this article are the prerequisites for the emergence of conflicts of an administrative nature in Ukraine and Bulgaria, in the context of administrative reform and European integration.
